Safety & Security Declarations (SSD)
Safety and Security Declarations are the responsibility of the haulier and are surrounded by a lot of complexities based upon what jurisdiction (country) you are transporting goods to/from.
From the 1st January 2021, all goods entering the EU customs territory (this also includes Northern Ireland due to the Northern Ireland Protocol) will not be permitted to travel without the prior submission of an ENS (Entry Summary Declaration) to the appropriate ICS (Import Control System). The ICS that the ENS must be submitted to will be within the first EU-member jurisdiction that the goods travel into, regardless of whether this is their final destination or not.
There are a lot of intricacies which make the submission of an ENS complex. One of the main issues is the fact that hauliers are depended upon to submit these declarations, even though many hauliers do not have access to the information on the customs declarations (C88). There are nineteen pieces of information that must be taken from the C88 to create an ENS, meaning that this process can be relatively difficult to complete.
In addition to this, finding a way to input this data into the correct ICS is another difficulty which may cause issues for quite a lot of hauliers.
In some cases (including North Sea and Western Channel routes) the ferry company will require the information to be submitted to them and they will be able to pass it along to the ICS.
Entry Summary Declarations must be submitted prior to the haulier’s arrival at the port of departure.
