GMR Compliance for T1s

GMR noncompliance for transit movements can lead to penalties of up to £2500.

UK imports - penalties for GMR noncompliance

The HMRC Transit Policy Team has recently issued the following statement to hauliers:

“From the 7th April 2025 the haulier responsible for bringing the goods into the UK may be liable to a Civil Penalty of up to £2500 for failure to present all the transit movement reference numbers to the Office of Transit.

 

When transit movements are destined to come into the UK via a GVMS port, all the transit movement reference numbers (MRNs) that relate to the goods on the vehicle must be included in the Goods Movement Reference (GMR) and entered into GVMS before the vehicle embarks the ferry to the UK.”

UK exports - what do hauliers need to do?

Our Customs Compliance Manager, Fran, takes us through what hauliers should expect and how to avoid penalties. 

“For hauliers leaving the UK under a transit document via GVMS port, you will need to complete the following steps:

 

  1. Get an export MRN
  2. Add the Export MRN to the GMR
  3. Go to the office of exit and get the T1 validated by Border Force
  4. Once the T1 has been validated, the GMR will allow movement. 

    If the T1 has not been validated the GMR will not work.

 

When creating a GMR, you must include any T1s in your declaration (provided that the MRN of the T1 is known at this stage).”
